Resolve "Library Catalog Only Limiter Displaying for institutions who do not have EDS Custom Catalog Setup"

Hides the "Library Catalog Only" limiter (EDS's FC limiter) in the following scenarios:

• Service Credentials (aka the bento_config) associated with the bento don't have a "Custom Catalog Number" filled in. This is the case for most K-12 schools and for GKR credentials (though the FC limiter also seems to be turned off for the gkr_api profiles on EBSCO's side.)
• The bento's "additional limiters" include the word FC indicating that the FC limiter is already part of the bento definition.
• The "Custom Catalog Only" box is checked for the bento in GALILEO Admin, meaning all results are already expected to match the FC limiter.
