Mercer University Express Link trying to authenticate as Mercer Law or Mercer Medical

This looks like it may be the same issue as: #307 (closed)

When Mercer University Libraries (mer1) tries to access EBSCO or LearningExpress resources, it sometimes tries to authenticate as mer3 or mer4.

For example, sometimes when I log into mer1 (using OpenAthens), then go to Points of View Reference Center: https://www.galileo.usg.edu/express?link=zbpv&inst=mer1

It tries to access using Mercer Medical (mer3):

When I tested on my end, it tried to authenticate as mer4, then I when I tested again, I was authenticated as mer1. It seems like it picks one at random.

When I look in GALILEO Admin, the computed links are correct.
