LinkService major refactor. Allocation enhancements. Robust LinkService specs.

This computes, indexes and displays Resource link values. It alters the ingest process to load INDB records prior to Resources. This is needed to properly compute URL values using data currently stored in the INDB records.

I've had to abandon the idea of the AccountConfiguration as it was incompatible with the two-letter INDB entities currently in use, which were cross-vendor.

It's not pretty, but it is time to move on.
