Initial navbar fixes

Sean Purcell requested to merge initial_navbar_fixes into 452-blacklight-7-rails-6-upgrade

I started off adding label text to the en.yml file but then stopped in favor of finishing this up quicker. We will want to revisit and add the labels to en.yml.
