Collection overview navigation

In the Collection overview left navigation of a finding aid, it often seems like it isn't jumping to the right section of the page because it doesn't scroll any lower than the last line of the finding aid. For example, clicking on index terms is showing the previous section related and the last part of the previous section as well: https://sclfind-arclight-staging.galib.uga.edu/catalog/UA97-113#indexed-terms. Indexed terms is still visible though, so it is ok for now.

A more typical experience would be moving down the page until the header of the requested section is the first line in the browser, even if that means there is whitespace at the end.
