Create tool to convert EZProxied EBSCO Permalinks to Permalinks that work with the OpenAthens Proxy Workaround

We will soon be using the OpenAthens Proxy Workaround for access to EBSCO resources for those not live with OpenAthens. When we do this, EBSCO permalinks that are using the EZproxy prefix will no longer work. While we can advise the person re-find the item and save the new permalink, it would be great to have a tool that they can use that will convert their EZProxied permalink to one that works with the OpenAthens Proxy Workaround prefix. Given that the target URL has to be encoded, it a tough ask to ask them to generate this on their own.

As an example, we would need to turn this URL:

http://proxygsu-xxxx.galileo.usg.edu/login?url=https://search.ebscohost.com/login.aspx?direct=true&db=cat06725a&AN=pqe.9919771541802931&site=eds-live&scope=site

Into this URL:

https://proxy.openathens.net/login?entityID=https://idp.wa.galileo.usg.edu/entity&qurl=https%3A%2F%2Fsearch.ebscohost.com%2Flogin.aspx%3Fdirect%3Dtrue%26db%3Dcat06725a%26AN%3Dpqe.9919771541802931%26site%3Deds-live%26scope%3Dsite

While this is an EDS permalink, this tool could also be used permalinks for other EBSCO resources (e.g.:EBSCO ehost databases).

The tool would need to do the following:

1. Remove EZProxy prefix from permalink
2. Encode target URL
3. Append OpenAthens Proxy Workaround prefix (https://proxy.openathens.net/login?entityID=https://idp.wa.galileo.usg.edu/entity&qurl=) to encoded target URL

We need this developed ASAP, as to ensure it's ready when the switch happens and so we can include a link to it when we announce the upcoming change.
