Express Links with inst=xxx parameter user journey and notifications
Both generic Express Links and resource links currently offer the same user experience:
For SIRS Issues Researcher, for example:
For both I am asked to login to access the resource:
Then, If I try to login as an institution that does not have access to the resource, I see this notification:
However, I do not see either of these notifications when using an Express Link with a inst=xxx parameter set.

I understand that if an institution is live with OpenAthens, they will never see this page and will be redirected log into their IdP; however, if a non-OA I would think since we know which institution they are trying to access as, it may want to take them directly to their password page. For Augusta Prep School, it would be:
https://gs-staging.galileo.usg.edu/instructions?inst=psap&site=psap
Then, once they enter their password, be directed to the resource. If they happen to enter another institution's valid password, they would get the "University of Georgia (uga1) does not have access to zsks" message.
Taking them straight to page this would save them a step from having to search and find their institution and go ahead and give them information for getting a password if they do not have one.
