Allow for institutional customization of Bento boxes (configs, positions, etc.)

This is a combination of these two enhancements called out on Russell's enhancement doc:

Present academic library users with "scholarly articles" higher in the bento results list (in terms of bento positioning).
Institutional admin user can prioritize order of appearance for bento boxes in result. For example, academic institutions would like "scholarly articles" box to appear earlier in results

Q for GSS: Do we want to "protect" the positioning of any Bento(s)? Database Bento for example?
