Refine Search does not perform a search in a certain use case (Barry Bug)

Issue

This is true for both classic EDS search and Bento refine search (which does the same thing as classic EDS).

So it really isn't a Bento specific problem. It is an EDS problem that has been around a while.

Note that only UGA has been tested. We probably need to another OpenAthens institution whose campus we have access to.
