Redirect URLs not IP authenticating

Old URLS that set redirect are not IP authenticating.

For example:

• https://www.galileo.usg.edu/welcome does not redirect and does not IP authenticate.
• http://www.galileo.usg.edu/kids/forsyth-k12/ redirects to https://www.galileo.usg.edu/elementary but not IP authenticated.
