@Russell P. / GSS: Following is a more refined list of institutions that could be eligible for the "OAproxy", i.e., the OpenAthens/EZproxy workaround solution.
It includes institutions I didn't include before--some in univsystem, techinst, etc. I'm not saying that I advocate adding these, just that I think they need to be looked at. Any that we don't add to the OAproxy set will just continue to use EZproxy.

@mikew @kenslee @Russell P. When you get a chance, could you test these links and see if they are doing what you expect? They seem to be working for me, but I might not be seeing everything.
These are the steps I'm taking:
- Open new incognito window
- Go to one of these links
- When you see the gs-staging welcome page, enter password
recoil(for usys) - You should then see the resource
- Close window, go to 1.
