What GALILEO should say is: Sorry, "deadbeef" is not a resource in GALILEO.

From GALILEO Admin, we could maintain an array of active resource codes indexed in Solr for GALILEO Search to reference.

I think we literally only need a full list of active resource codes--nothing else about the resource need be stored.
