RSS Feeds failing to load can cause the welcome page to fail to load

We observed this on go-live day - when the RSS feeds were no longer available - specifically due to a redirect - the welcome page for logged in users page failed to load with a 500 error. Perhaps we could add exception handling to allow the page to still load when this happens.
