Routing when accessing using institutional home page URL inconsistent with resource Express Link routing.

When go login and save the link from the GALILEO logo, I get the following (for Clarke County Schools):

https://gs-staging.galileo.usg.edu/sclb/home

When I access using this link, I am taken to this page:

https://gs-staging.galileo.usg.edu/welcome?inst=sclb

But, I think this page would preferred (similar to using Express Links with the &inst=sclb parameter:

https://gs-staging.galileo.usg.edu/instructions?inst=sclb&site=sclb
