Need a place for "See also" links

Related to the "see also" issue in galileo_admin (galileo_admin#303 (closed)), we need a place to display these cross-reference links. Some choices:

1. short description
2. access note
3. long description

I think that long description is a bad choice, because the "see also" link won't show in the results lists (which is where "see also" displays in GALILEO now).

I think short description could work, but I think access note may be the best choice. We don't currently have links in short descriptions, but we do have links in access notes.

So I suggest we tell folks to put "see also" links in access note, and GALILEO Search needs to allow html tags when displaying that field.
