Add Active column for Resource Status

Add an Active field to resources. Set active to true when 'prod' appears in system_list and false otherwise.

Currently, institutions are either active or not; however, resources have to be marked "prod" under system list to be considered "active." I would like to see resources follow the same status logic to keep things consistent.
