Allow individual password notifications from Contacts page

Issue

Russell: "[Could we] send a password update to individuals from their "contact" record in admin? Use case: I have password recipients now and again who, for whatever reason, don't get the password, it doesn't appear in their inbox or junk folder, etc. I would like to test to see if they are getting notifications in real time, but I have to send the password to everyone in that institution."

On the Institution page, we have a Send Notifications button. Can we add a Send Notification button to the Contacts page:
