In Tools section, allow institutions to exclude links

Issue

In the 2021/03/19 GALSTEER meeting, Lucy suggested that if an institution doesn't want the Powernotes link to appear under Tools, we would exclude it.

That exclude functionality doesn't exist yet. We may need a field in GALILEO Admin for this feature.
