Restrict file types that can be uploaded for images

We need to restrict the image file types that can be uploaded through GALILEO Admin. We should limit to the following image file types:

jpg/jpeg
gif
png

This limitation should apply anywhere images can be uploaded:

resource logo
institution logo
branding logo
feature resource image
vendor image

The expectation is that if someone tries to upload a file type that is not allowed, they would receive a notification that the file type is not supported when trying to save the record.
