Ability to turn OpenAthens off at allocation level for Central Resources.

Currently, for centrally managed resources, you can enable OpenAthens at the institution level and at the resource level; however, there is no way to override the OpenAthens selection for an allocation. This is needed for cases where OpenAthens is not working for an individual institution. This isn't an issue for GLRI records since OpenAthens toggle can be set the resource level and there is only one allocation. Perhaps a OpenAthens toggle override in the allocation record that is only viewable/accessible for admins?

For example:

Piedmont College is live with OpenAthens, and Ebook Central is enable to work with OpenAthens; however, Ebook Central for Piedmont College is not working with OpenAthens using the redirector, but does using the regular access URL. Currently, there is no way in GALILEO Admin to not have Ebook Central for Piedmont to encode the URL and apply the redirector when logged in through OpenAthens.
