CANCELLED (moved to galileo_search) Allow UGA Law students into UGA Main GALILEO

To fix the Mercer problem, we changed this solr query to exclude institutions that have a subscope when we're searching for a scope:

But that means we can't just add UGA Law's subscope (71381519.uga.edu) to the uga1 institution record to allow law students in to uga1.

That's because if we do then non-law students can't log in to uga1.

This is because when we search for uga.edu (the scope) we end up excluding uga1 (because it now has a subscope).
