Ability for GA institutional users to update institutional logo and links

Issue

Ability for GALILEO Admin institutional users to update institutional logo and links. They should NOT be able to edit/change their journals link.

I would also like be notified in some way when changes to the logo or links have been made. This could by by viewing the changes in the history log, report, or email notifications.
