URLs copy when institution is copying one of their own records or when admin users are copying records

A suggestion was made that I think is a good one. Right now, when a record is copied, everything but URLs are copied over. However, the suggestion was made that URLs be copied over if the institution is copying one of their own records. The reason is it saves them time if they are copying resource that are very similar and only need minor tweaking. I know we decided to no longer copy URLs because of security concerns, but I wouldn't think there would be any possible security issues if they are copying one of their own records.

I also think it would be to have URLs copied when a GALILEO Admin admin user is copying a resource.
