Setting Display Credentials to remote or all makes selecting a GLRI institution required

When I set the "Display Credentials" to display for remote or all users, it makes selecting a GLRI institution a requirement. While it will be rare that we have a central GALILEO resource that requires you to manually enter credentials, it could happen.
