Selecting an institution group for a resource does not select unless they are not all assigned to the resource

When I select an institution group, it only selects the institutions if they are not yet assigned to a resource. I would expect it to select all the institutions in an institution group, whether they are assigned to a resource or not. Not being able to have all sites in a group selected when you need to remove them means we'd have to go through and select each one individually. Having to do this will make it easy to miss one. Let me know if this is possible or if we will have to remove all institutions and add back only the ones we want assigned to a institution. We probably talked about this last year and I just don't remember.
