Display Branding Selection when creating a new resource

Editing existing GLRI record as an institutional user:

Creating new GLRI record as an institutional user:

Creating a new resource as an admin user:

When creating a GLRI record as an admin, I would expect to be able an GLRI institution, then have the option to select which branding from that institution I'd like to use.
