Change the name of the "URLs" tab to "Authentication" for resources and Change order of fields displayed

I would like to change the order of fields displayed in the URLs (soon to be called Authentication) tab from:

FROM:

• OpenAthens Enabled?
• OpenAthens URL
• Proxy when Remote?
• Show Password Help when Remote?
• Remote Note
• Always Show Remote Note?
• URL for IP Access
• URL for Remote Access

TO:

• URL for IP Access
• URL for Remote Access
• OpenAthens Enabled?
• OpenAthens URL
• Proxy when Remote?
• Show Password Help when Remote?
• Remote Note
• Always Show Remote Note?

Note: I have the field "Always Show Remote Note?" listed, but understand that field will probably be going away since the remote note will always show.
