Update OpenAthens URL validation note from:

OpenAthens URL open_athens_url should not contain the OpenAthens redirector prefix

To:

OpenAthens URL should not contain the OpenAthens redirector prefix. The URL is automatically encoded when "OpenAthens Enabled?" is selected.
