Institutional User Reports

This was eluded to in #366 (closed), However, I wanted to make sure there was an issue for the general ability to assign reports to institutional users.

This functionality would need to be in place by June 18 when I first provide an overview of GALILEO Admin at the GALILEO Annual Conference.

An example, of one of these would be the following for Express Links. It was also mention in #366 (closed) but wanted to make sure it wasn't missed since it's closed.

Institutional User Express Link Report: Would like institutional users to be able access the reports area and run that exports a list of their Express Links. It would automatically be for their institution. The report would have the following fields:

• Resource ID
• Resource Name
• Express Link
