Add Institutional Branding Option for core GALILEO resource allocations

I would to add the ability to add institutional branding to core GALILEO allocations. Originally we wanted to only do this for cost-share resources, but we shelved setting up those identifications, so I would like to available to all core GALILEO resource allocations.

This is to address the previously stated requirement that we wanted institutions to be able to add their branding to cost-share resources. This is a reason several institutions have their cost-share setup as GLRI.

This would be available for both in institutional users and admins.
