Some Institution links have no protocol defined

In the INST data, institution links may or may not have a protocol (http or https) explicitly stated. When these links are used in GALILEO Search, those without protocols defined lead to relative links.

When saving these URLs, we should check for a http and prepend one if not found. This could be done one the front end for sure, but doing it on ingest is a good step towards clean data. Eventually we can validate these fields as valid URLs.
