Update Display in GALILEO? wording when editing allocation to keep consistent

Update wording when editing an allocation as an institutional user.

The switch to display in GALILEO when editing an allocation reads "Display in GALILEO?"

However, when editing a GLRI record it reads "Display Resource in GALILEO?"

I know it's really nit-picky, but figured we should keep it consistant.
