Unable to create GLRI resource by copying centrally managed resource

If I want to copy a central resource as an admin user as a GLRI resource for an institution, I am unable:

Logged in as an admin, I click on copy:

Let's say I want to create a Encyclopædia Britannica Online as a GLRI record for Albany Technical College (albt). I select albt from the GLRI institution list:

I fill in a URL just for sake of testing:

When I click "Create Resource" I receive an error:
