Audit Resources fields

The following columns are present in the postgres 'resouces' table but don't appear in the new/update form on galileo admin and therefore can't be changed. These fields should either be removed entirely or added to the new/update form:

To Be Added:

• special_information
• stats_code
• stats_pulldown

To Be Removed:

• deep_linking_url
• groups
• institution_list(remove from view for the time being)
• last_updated_by
• new_until
• record_type
• stats_group
• status
• system_list(remove from view for the time being)
• update_history

Also adding to Institutions:

• use_local_proxy
