Show Contact GALILEO Note After Institutional User Creates Resource

I know we discussed this in our meeting yesterday, but wanted to make sure there was an issue for it.

After an institutional user creates a new GLRI resource from scratch:

It may also be good to also have have another notification letting the user know that the GLRI record has been created. You can always combine these notes into one notification. Such as, "GLRI record created. Any new resources added will also need to be added to EDS. If GALILEO manages your EDS, submit a ticket to GALILEO to have any new resources added."
