Add Link to Contact Us Form in GLRI Notification

After copying a record as an institutional user, I am notified to let GALILEO about any new resources that have been added so they can be activated in EDS. It would be nice if the "submit a ticket" text of the notification actually linked to the Contact Us form (https://www.galileo.usg.edu/contact/). This is a low priority, but will make things even simpler for people, so they are more like to actually do it :)
