Institutional User Unable to change Portal Display Setting for Central GALILEO Allocations

While logged in as an institutional user (my test account is a Valdosta State (val1) user), I am unable edit the portal display setting for central GALILEO resource allocations. When I try to do so, I receive an error that I do not have access to view the page.

Viewing list of allocations from "Resource" tab for Valdosta State University:

After clicking allocation ID, I receive the error "You are not authorized to access this page."

I also don't have the option to edit this setting when accessing through the resources area directly; however, I can see the setting in the view page, but am unable to change it.
