Add ability for helpdesk users to delete contacts

I am not sure if this was intentional, but helpdesk users need to have the ability to delete contacts. I do not currently see a delete button on the view page for a contact as a helpdesk user.

Helpdesk users should also have the ability to see version info for Contacts, if they don't already, but no rollback or undelete privileges.
