Outline EZproxy updates for porting to Ruby

Each night on the EZproxy server, passwords and IP numbers for each institution are retrieved from the door using this command:

http://dbs.galib.uga.edu/cgi-bin/door_data_request.cgi?instcode=*

(only accessible from certain IPs)

The above command returns a csv file that looks like the following spreadsheet:

(only accessible to certain people)
