Discontinue consideration of Remote IP values

Institutions currently have 2 fields that contain IP address values. The remote_ips field is only populated for uga1, and contains a single range of less than < 1,000 IPs.

It is understood that UGA utilizes this field for new IP ranges that vendors do not recognize as UGA IPs. They don't because UGA library staff don't want to be updating vendors every time UGA adds a new IP range. It is also understood that UGA now instructs patrons who are not 'auto'(IP) authenticated to GALILEO use the VPN to address that issue. VPN IP ranges are included in the ip_number field, and so those users will be properly authenticated.

We propose to not include any values in the remote_ips field when handling authentication by IP. This allows us to simplify our logic immensely and reduce the amount of data we need to store to ensure speedy IP address lookups.
