Password notification emails

There are two types of password-related emails sent to users (Contacts):

1. Password creation/setting notifications, e.g., Hey! UGA! We established a new GALILEO password for y'all! It is next_pw and it will come into effect on change_date[x].

2. Password change notification, e.g., Hey! UGA! Remember when we said we established a new password for y'all? Well the time has come! Your password has changed from old_pw to current_pw
