OpenAthens institutions being sent proxied link for resources that are both enabled for OpenAthens and set to proxy remote for EZproxy users

If a resource has both "Enable for OpenAthens" toggled on AND "Proxy Remote" toggled on, when an institution who is accessing the resource through OpenAthens tries to access the resource, they are sent a proxied URL instead of a URL that is encoded with their OpenAthens redirector
