Update DPLA rake task to include logic to choose the correct Monday to run

Discussed in dev planning:

• Add logic to run the first full week before Christmas on that Monday.
• Change crontab so it runs every night
• Send a Slack message the day before announcing this is going to run (See if it's easy to send to DLG channel).
