turn on spatial validation in batch import

The validation of spatial got turned off in the new implementation. Can we turn it back on, please? We don't check for a particular format, just that a spatial value exists in the XML.

Note (JWW - 2021-11-18): this also adds geographic locations to the metadata that's copied over to newly created batch items by Batch > Recreate.
