Public field changes for CRDL Tables

For Names and Corporate Entities, The current Public field should be converted in to a Portal field using the following criteria:

• If the record contains crdl in the public field, associate it with the 'crdl' portal
• If the record has values in public, but does not contain crdl, associate it with the 'georgia' portal
• If the record has no values in public, associate with the 'other' portal?

For Names, Corporate Entities, and Events, add a boolean Public field using the following criteria:

• For Names, if public field contains crdl, set to true, otherwise false
• For Corporate Entities, set to false(not used in current crdl)?
• For Events, set all to true
