Weekly newspaper load

Hey all, There is a new set of batches to be loaded into GHN from the "new_batches" folder on chronamFTP. There is also an lcnn file that has to be loaded with the batches in the "lccn_files" folder. Finally, there is a replacement batch in the "replacement_batches" folder. Thanks so much!
