Weekly chronam newspaper load

Hey all,

For this week's chronam newspaper load, the instructions are a little more detailed:

1. I have a replacement batch to be loaded from the "replacement_batches" folder on chronamFTP. This has to be loaded first before the new batches.
2. The new batches can then be loaded from the "new_batches" folder. A few of the batches require the loading of lccn files from the "lccn_files"
3. There are finally json files to be loaded from the json_files" folder.
