New funding slug

Hey all, I would like to create a new funding slug called "covington" with the following funding message:

"Funding for the digitization of this title was provided by the Institute for Museum and Library Services through Georgia Public Library Service, a unit of the Board of Regents of the University System of Georgia with additional funding through generous donations from Dr. Thomas Crews and Dr. R.
