Weekly chronam newspaper load

Hey all, I have another set of batches ready to be loaded into chronam from the "new_batches" folder on chronamFTP. There are also some accompanying json files to be loaded as well. One last note: Two of the batches have a new awardee code (awardee="dlc"). I'm not sure if that matters for loading or not. Thanks as always!
