Weekly newspaper batch loading

Hey all, I have a set of new and replacement batches ready to be loaded from chronamFTP into the chronam production site. There are a couple of stipulations for this weeks load:

1. The replacement batch should be loaded first, so that the new batches will load properly.
2. One of the new batches requires an lccn xml file to be loaded with it. The file is in the lccn_files folder.
3. There are also accompanying json files to be loaded with the batches.
